Does the cleaner work with dull ranged?

I pulled Olivia today and I was wondering if the two skills worked together that way I could make her an arena assult unit capable of one shotting blade tome units. Thank you

No.
Easiest reason is that Dull ranged nullifies the buffs before the cleaner can use it's effect.
and if it did work then we would have seen more dagger units with this combination.

Dull Ranged neutralizes their bonuses so The Cleaner doesn't get any extra damage because they have no bonuses.
