Do the sacred deflect skills work only upon initiation?

I realized that my deflect melee skill only works when you initiate. Can someone confirm this?

No, they work whenever the unit is attacked twice consecutively. For instance, a reinhardt's second hit from dire thunder gets weakened with deflect magic
