Do the Close Def 3 Skill and Seal stack?

So I have this Brave Ephraim, and I'm still not getting any Hectors for Distant Counter. I was thinking about running close def 3 in the meantime, but i also have him equipped with the close def 3 seal, so i was curious about if the effects of both Close Def stack.
