Desperation

So after what's felt like 3000 years I finally pulled another Shanna. But now I'm unsure who should get this singular the Desperation 3.

Options of units who have Desp 2 but not 3:
+spd/-res Ishtar
+atk/-res SF!Nino
+spd/-def Caeda, probably the lower priority based on usage

Options of units who don't have Desp 2 but might like Desp 3:
+atk/-def S!Tana, current B is renewal
Bownoka (I think she's +def/-hp or the opposite), current B is Flier Formation
+spd/-def Katarina, doesn't have a B slot as I haven't done much with her outside of level up and give her her unrefined tome
+spd/-def Lucina, current B is Vantage
