Delthea with Bad IVs

I pulled a Delthea with +hp/-atk. Far from ideal IVs, I know. Is she worth building? I really wanted her because I need a good blue mage (I'm tired of Reinhardt carrying my whole team), and I want to be able to make her viable.

-Atk is never ideal, but if you're lacking a swift and powerful blue mage, she is still definitely worth using. Give her Life and Death, and maybe try to pair her with a Hone Atk user to make up for her bane.
