That IV set does hurt, but she can be run with horse emblem buffs to make up for the loss in speed. The next GHB unit is going to have spd ploy as their C skill, so you should probably fodder them off to a teammate of S!Catria so that catria's chances of doubling are higher. Or you can run drive speed on one of her teammates.

As long as you have good spd buffs/debuffs, your Catria would be able to perform well with either bladetome or her prf tome. Definitely use Life and Death, and possibly use a +spd seal to increase her spd further. Run desperation as well. C slot is flexible, but sadly her res isn't high enough to run ploys herself.
