It really depends on what kind of roll you want to fill on the team. If you spend the feathers to increase Corrin to 5*, then she'll be really tanky defensively thanks to real high spd & def and good for debuffing units, but will only have 40 atk with weapon, which is ok but kinda low and won't get many one turn KO's. On the other hand Nowi is really widely used (and effectively at that), has a built in distant counter weapon, and has naturally high atk with decent defenses. I'd recommend leveling your 5* neutral Nowi. Personally I'd prefer +res/-hp, but it's not worth the feathers since res isn't that important for her. I think Nowi's best stat boons in order are probably spd, atk, def, res, then hp.
tldr: Personal preference. Your Corrin would be a good tank at 5*, but Nowi is typically more effective at her job, so your 5* one will probably get the most wins.
