I would think Jaffar considering he's one of the best, if not the best, at AoE/1v1 chip damage builds.

For a solo savage vantage, I'm going to guess Jaffar, for two reasons:
- the 10 chip damage from his dagger is more consistent with the savage blows than Skadi
- the 7-point debuff to opponents' def and res is better than the tiny difference in attack.

Potential tippers:
- emblem buffs, which Skadi's panic effect will devastate
- F.Takumi probably has an easier time getting into vantage range, because +atk Jaffar isn't actually that fast without his A-skill. But if there's a mage on the enemy team then Jaffar will have no issues with this part of the plan.

Jaffar, chip damage + debuff res and def.

Jaffar obviously. He will literaly solo a ton of PVE maps, doing 24 AoE dmg + -7def/res to all nearby enemys is crazy, and he can take a hit from strong but slow units as he have good hp pool
