Is Cecilia worth the investment for Grails and skills?

i think if you eventually get her to +10, give her CC and vengeful fighter she will be one of the best enemy phase units in the game(except for the fact that she can't get IVs). I just absolutely hate armor units so I won't invest in her personally.

Already gave her DB3 and Bold Fighter. She's the best.
