Cecilia Hero bound banner

Is that true that in that banner there are the Following Heroes: Hector,tharja,Roy and a Blue?
Also someone knows which kind of banner would come out in a similar fashion as echoes banner (i mean One banner which hasn't been shown in update 1.6?)
