CC or Speed +3/Attack +3 on B!Veronica ?

Do it.

Speed +3 will help her guarantee a good amount of doubles against opponents while Attack +3 helps her do more damage. Close Counter also helps if after debuffing and she can't move away from the opponent. From my experience using her, she's been able to take one hit from all opponents (except some brave lance users) and has been able to survive it due to her good speed.

I personally use Attack +2 for budget reasons and it's been working out good.

I'd wait for a second opinion though.
