This is the one I'm building right now, still searching for the IV, in a Goad flier set she can easily quad and she should still be able to kill in the first 2 hits most of the time, you can go for Galeforce + heavy blade seal for higher investement

Depends on what you want her to do. I made her a Tank with Fort Def/Res (Brazen Def/Res works well on a budget). with a+Res IV Brazen Def/Res, and Atk Smoke, she becomes very tanky at +10. Here's mine for an Idea (-Spd isn't preferrable, but it works until I get +Res, -HP).

I have both the Triangle Refine and Res, depending on if she's in Flier Emblem or not.
