Can't decide what to do with feathers

Ok, so I'm more or less torn between 4 options for my feathers and I would appreciate any advice/help on what to do.
Option 1: give my +res/-def Delthea LD3. She currently uses LD2, and that 1 dmg or speed makes a difference more often than it sounds.
Option 2: give blarblade+ to summer Corrin (+res/-HP). She is quite useless with her current 43 atk. I don't have units to make a flier team btw.
Option 3: blarblade+ to Olwen for a horse emblem team.
Option 4: Promote my +atk/-def Effie to 5 star. The main reason for doing so would be to make my Amelia more useful as she currently is my only 5 star armor.

LnD 3 for Delthea is what I would do.

All of these options are underwhelming. I think it might be better to just wait, because you might get a great unit in the near future that you'll want to promote or feed skills to it.

If I were you, I'd just wait and use the feathers to pour into a good hero that you want to make significantly better in one move. Say, 5 staring a Gordin to give a Brave Bow+ to your best archer (Brave Lady Lyn will be available to choose as your CYL pick for free soon) which is what I'll probably be doing.
And honestly, if they effie functions well with a plain Brave Lance from a 3 star Donnel right now, that's not that high a priority. Olwen can run a quad build without the Blarblade+. Summer Corrin is just not that impressive apart from the blade tome - flier emblem team imo.
