Can't buy orbs

I have exactly $40 on my apple account. The 75 orb pack cost $39.99. For some reason the Apple store keeps saying that I have "insufficient store credit". Is there some sort of hidden fee? If not, how do I fix it?

Yeah, there’s tax cost too. Varies by where you are. So it will be more than that.

I would have said sales tax, but the thing is, I live in a state with a 10% sales tax, but no tax is ever applied when I purchase orbs...
