I would prioritize one-shots first because brave weapons technically put two attacks in already. If they're already performing well with DB3, DB4 may not make too much of a difference. However units who really bank on that one and only attack on initiation could secure some KOs they probably could not do so before.

I agree that it would be best on units who need more help to secure KOs, I don't think that giving it to one-shots is really the best idea. Unless the unit is 1-2 damage off, it won't make much of a difference. Units that double and quad on the other will be able to secure a lot more KOs due to dealing 4 or 8 more damage. That being said, if your units like Alm and H!Jakob are KOing everything they need to, don't give them DB4. Other wise the more they attack, the more they will appreciate it.

If any of those is a merge project, that unit gets death blow 4.

Otherwise it's completely up to you. What does your barracks need most right now?

You could even just hold on to your fodder for now and see what happens in the next month or two. It's a pretty rare skill.
