Can a Legendary Ike I pulled from a banner have neutral stats? Is this a bug or planned?

I have been wondering this for a while. We all got 1 ike from the story maps then the banner came out featuring him. The ike from the story map has neutral stats but the one I pulled from the banner has neutral stats as well. Please Help

There's no bug, any troop can be found with neutral stats

So I just got really unlucky

More like you broke even. You didn't gain or lose anything.

Boons/banes aren't as important as you make them seem.

Neutral is fine, I'm fact on many units it's preferred as they appreciate all stats.
