Any banner can be considered a bait banner. As some have said, "that's what banners are for." The reason why people accuse legendary banners so much is because a lot of them don't understand how the probabilities work and they go in with 100-150 orbs which is maybe a 50/50 gamble or worse, depending on colour, so at least half of them get disappointed. Most of the other half don't feel the need to publicize their pull, whereas the other 50% are quick to pour their frustration out here. Then even innocent, unassuming players get this distorted, mostly one-sided representation, and players who actually understand what's going on can't be troubled to exert themselves constantly to try to balance the representation of the banner. At some level, it is the fault of uninformed players for risky plays and blaming the banner when it's their expectations which were inaccurate. And now that GamePress has released an article on summoning statistics, I think it is even more their fault than before if they remain uninformed. (The article doesn't explain especially well, so I don't blame them entirely.) If they knew what to expect from less than 200 orbs, they would be a lot less frustrated and legendary banners would have reputations more appropriate to what they offer.
