Can a +10 Felicia carry me in tier 20?

Hey guys. I got enough feathers and units to either mass merge Raven or Felicia. I like both of them, but Felicia is my all time favorite due to how surprisingly strong she is.

The question is, will +10 Felicia grant me enough points to stay in tier 20 alongside an already +10 Nowi with her boring "optimal" build (steady breath aether)? So far I was always a couple of points short and I'm unsure if Felicia's low BST will be enough to make the final swing.

To remain in tier 20 you need 728~730 points minimum, but to get is easier since you need around 700 points per match.

Stakes to get into Tier20 rose a bit, as well. Nowadays it's 706 points you need to get in. I know this for sure, because my points are exactly at 704 average and I was almost barely downgraded if I did not change a seal and do a 706+ run instead.

Yeah I needed to reroll my opponents constantly until I got 707 or 708 per fight. I remember months ago that getting 700 was good enough to pass.

Lol, but it's true, isn't it? The build is too good, but it's a shame that it became a go-to build on all dragons who can inherit the breath skills.
