Is building Olivia worth it?

The question is, which Olivia is it (performing arts or generic) and do you use dancers frequently. I personally use them quite alot, and having them multitask (IE make them total support/quasi-offense) is a great thing indeed. However, look at your gear, what you use first and ask yourself if you really use dancers alot.

I'd say it's absolutely worth it. Dancers are really useful for PvE and are almost essential for good Arena Defense teams (especially melee dancers in this case.)

I know a guy who has Olivia at 5+10, and mine is at 5+7 at the moment. (The normal version.) She's a very versatile unit; I've built mine for pure team support and arena (Wo Dao+, Aether, DC, Chill Speed, Atk Tactic, Hone Speed) and my friend has built her like a tank (seriously, he's shown me pics of her tanking and murdering a Hardin of all things) with Armorslayer, Moonbow, Atk/Res Bond, WoM, Drive Speed and Close Defense 3. She's a very good unit that can fit into most team compositions with ease.

However, if you don't wanna go to that much trouble and aren't gonna use her that much then you can make her a 4*+10 and she does her job just about as well, soooo...
