I'M SO SORRY FOR THE LONG (bunch of) QUESTION(s) AHEAD! Any questions answered is very much so appreciated. For the units in question (All are 5*) I have:
L!Ephraim (-RES +HP)
L!Ephraim (-ATK +DEF)
Gunnthra (-DEF +ATK)
B!Ike (-SPD +DEF)
Jaffar (-HP +DEF)
B!Lyn (-HP +DEF)
Raven (-HP +RES)
Titania (-DEF +HP)
S!Leo (-DEF +ATK)
S!Gaius (-ATK +SPD)
Shiro (-SPD +RES)
Dorcas (Neutral)
Obviously not all of these were from the legendary banner but a good portion of them are.
Ok first off should I merge my -ATK Ephraim into the -RES one or should fodder off sturdy stance? Same for my Gunnthra. I already had a (-DEF +RES) Gunnthra but should I merge this one into my new one or should I fodder off the new one?
B!Ike and Jaffar are also in the same boat as Gunnthra. the Ike Ihave now is -ATK +HP and and the Jaffar I have now is +1 (+ATK -DEF). I think its best for merge but both units offer some really nice skills. Basically fodder or merge?
I already have a B!Lyn which is +2 Neutral and I don't plan on using Raven and Titania anytime soon. I've been told to wait until I pull these units with better IVs as 4* and then build and merge them. I could use Brave Axe+ but I'm not sure about Guard 3. For these 3 should I build, fodder, or merge?
The last four units are units with either good or meh IVs that I don't mind using but also give some nice SI. Basically is build or fodder for these guys.

I think you should just fodder/save any units which you have extras of. I can't really see anything specific I can say other than that, although personally I'd make a +3 B!Lyn because she is such a good unit, may as well make her even better. (Although this is your judgement call. I just personally would merge BLyn).
Also, for Gunnthra, I would use your +atk -def one and replace the old one. Those are her best IVs she can have.
I would say hold Ephraim for now. Just let him hang out.
Merge your +atk Gunnthra into your +res one.
Either merge or fodder Brave Ike depending on what you have that could run steady breath.
If you use Jaffar, merge. If you don’t, fodder. But Sothe has life and death 3 at 4*.
Merge Brave Lyn, and build both Titania and Raven, unless you have a high attack axe unit that could benefit from Brave Axe+. If you do not, then keep Raven around. Build Dorcas if you need another strong axe unit, Gaius with those IVs is good Def ploy fodder or a sub-optimal Brave user (his attack without outside buffs would max out at 41 with life and death 3 plus an attack seal; he would desperately need extra buffs to really be effective), Summer Leo can be built because those IVs are pretty sound, and Shiro has def tactic, but it’s up to you because he’s still pretty tanky, he is just highly susceptible to doubles with a speed bane.
