Bride Cordelia: Moonbow vs Luna

So I've always wondered this, but people seem like they prefer Luna on brave weapons. I get that you guarantee procs on quad strike, but with Moonbow, I've had it prob twice in one quad strike, which is really great. Is it just that Luna is more reliable?

(All of the below assuming quads, although the conclusion for double attacks work out the same)
Luna deals extra damage equal to 50% of the target's defense (rounded down) once per battle.
Moonbow deals extra damage equal to 30% of the target's health once or twice per battle (specifically, twice each third battle). If it procs twice, that's 60% of the target's defense (rounded down twice).
Per three battles, Luna has dealt 150% of a target's defense in added damage. In those same three battles, Moonbow has dealt 120%.
Because all skill activations rounded down for their damage, Moonbow might have missed out on 4 damage and Luna on 3 damage.

So generally, Luna just has better performance. In addition, it's a larger burst when you can't quad AND it's got a more stable performance, triggering exactly once per quad.

And of course Luna is generally enough to get the job done, so double Moonbow procs are overkill even if you set them up. All that while single procs of Moonbow might leave your target alive.

Luna is more reliable to punch through heavily armor units that could survive your attacks and usually just one is enough to finish them off.
