(All of the below assuming quads, although the conclusion for double attacks work out the same)
Luna deals extra damage equal to 50% of the target's defense (rounded down) once per battle.
Moonbow deals extra damage equal to 30% of the target's health once or twice per battle (specifically, twice each third battle). If it procs twice, that's 60% of the target's defense (rounded down twice).
Per three battles, Luna has dealt 150% of a target's defense in added damage. In those same three battles, Moonbow has dealt 120%.
Because all skill activations rounded down for their damage, Moonbow might have missed out on 4 damage and Luna on 3 damage.
So generally, Luna just has better performance. In addition, it's a larger burst when you can't quad AND it's got a more stable performance, triggering exactly once per quad.
