Blue Flame or Aether?
I recently pulled an Owain, and initially planned on using him but then realized I have at least 2 sword units that I like a lot better that fill almost the same niche (both are speedy, and I've put high investment in both as well), being Soleil and (don't judge) Saber.
I'm considering inheriting it to my Enemy Phase S!Chrom (I like him a lot), who is carrying Steady Breath, Aether, Wrath, and Even Spd Wave. IVs are +Atk -Res, if that's relevant. I was wondering if I should just keep Aether for the healing or Blue Flame for the damage output (If I run blue flame I get to use it every attack on enemy phase if the enemy hits me first)
I suppose the real question is: What types of units make the best use of Blue Flame, and why?

Ophelia and Ares are the best users of it because of their weapons. Ophelia can run it with quickened pulse to get its cooldown to 0 at the start of turn 1, and than continue to activate it every attack with special spiral.
Ares can do the same thing, though instead of quickened pulse he needs heavy blade and will activate it every attack after his first hit. You can combo quickened pulse with Ostia's pulse ofc to circumvent heavyblade. Also since Ares has special spiral built into his blade, he has an open B slot.

For that matter, AoE specials are better because the extra hit and 50% extra damage will add up to more than 25 extra damage without having to be glued to a teammate as long as you do at least 10 damage to begin with (which, if you're Ares or Ophelia, shouldn't be a problem). If you don't like vantage then use hardy bearing.

Blue flame is mainly for units who struggle to find a stat to use to scale damage. Slaying+ignis breaks even with wo dao + blue flame at 44 def, so if you're close it's not worth throwing away Owain for like 2 extra damage on the special.
Owain's main sell is the half breath skill on his weapon. There are a lot of ways to exploit it, and blue flame is the one he comes with. Aether works if you know what you're doing.
Generally, I think blue flame is a bit safer because a dead enemy can't follow up (and 35 damage on a special is definitely OHKO potential), but it doesn't sustain.

For Arena, I prefer to run Aether because your bonus unit needs to sustain through prolonged combat. Otherwise, enemy phase units whose role is to bait along with a support unit beside them are great units. Also if they have a slaying weapon and a cooldown charge skill, they can always activate Blue Flame on the counterattack.

In my opinion, blue flame is best on units with wrath skills, brazen skills, and wrath weapons like wo dao or wo gun. It keeps your special at 20 to 35 damage every time at minimum from the special alone. The more you get hurt, the more damage procs and special accelerates.
