She already has both weapons but the weapon dictates her A skill: blade+ with atk+3 or raven+ with TA 2?
In the current meta, Raven+ with TA2 is better because B!Lyn is a bonus unit and is very common while having a built-in counter to blade buffs.
As an aside, if you are running a cav team with Raven Cecilia, you need to switch from Fortify/Hone to Ward/Goad for your C-skills.

The point isn't that Cecilia needs buffs, although if you don't run Raven+ and/or bowbreaker or have perfect Cecilia IVs, you don't always ORKO Lyn, at least in my limited experience.
My point is that the reason you're running hone/fortify is for blade tomes. If you are running Raven Cecilia without Reinhardt or Olwen using Dire Thunder rather than another blade mage, you are arguably better off running ward/goad thanks to the AOE and stacking flexibility, although a mixed construct would work as well.
Admittedly Goad is a very limited skill, so hone is more "budget;" but if you have the ability to do it, I found it helpful.
