Best units for Even Speed Wave?

I think that units who are already fast will benefit from it quite a lot so that they can completely dominate people with the added speed and also share the speed to other allies when needed.

Infantry blade tomes are good too.

I'd suggest a Desperation mage, I guess.

Anyone with decent speed,but since it's a premium skill it's best to inherit on a unit your going to use more often than not.

It's perfect on ayra specifically if you have her and mages.

I like to put it on Eirika with weapon eff so on even turns she gets +12 spd during combat (assuming she also buffed someone with it) giving her 47 SPD, or 50 with a boon

Aura+eff Linde is an interesting idea

Gave my Soleil it to hit 51 Speed on even turns. Either Mia or Ayra are good choices are well.
