Best team made without summoning?

Found a spare android phone a little bit ago and I'm planning on hoarding orbs on this account.

Aside from the main characters (have them at 4-5 stars on main account) What's the best team I can make out of the free heroes that rotate?

With no SI? Probably Olivia, Cecilia, Subaki, and Hana. Id give stahls ruby sword to olivia. Donnels brave lance to subaki. I guess that is a decent tea, but I don't see why you wouldn't want to use Sharena, she's actually pretty good.

I have a team on my main account with Anna, Sharena and Alfonse 4-5 stars I've put a good amount of time in them so I want to try some new characters is all!

Tsubaki is terribly weak without Sapphire.

I'd use Tsubaki, Donny, Olivia, Cecilia

Or, for a more balanced team, Tsubaki, Stahl, Cecilia, Olivia. This team gives great coverage of green/reds, and good coverage for blues/colorless.

Also, you could go get masked marth

Get xander and camus when they come back and use cecilia and some other mounted scrub and just run horse emblem. Easy and free.

I'd use Sharena, Anna, Hana and Olivia when only using free units and without grand heroes.

Masked Marth is an option if you can manage to grind. And whenever the next Sacred Seal quests hit you might have more choice in units -- could use a good mage.
