Best IVs for Nowi?

I know speed is an important boon for Nowi but I pulled a +ATK -SPD Nowi. I don't pull many Nowis and this is my second one and I'm planning on making a +10 Nowi someday. Most builds I find for her use QR so speed as a bane is not too bad right?

It is so that she doesn't get doubled by heroes that would otherwise pose a threat if they outspd her

Sometimes you really wish she wasn't so damn slow, but I can't find a stat I'd rather her be without. She needs bulk, and I run panic ploy on her, so I don't want an hp bane.

Depends on the build. Generally, if you go with the Steady Breath + QR build, you want Nowi to be doubled so she procs Aether. In that event, yes, -spd is more desirable. However, depending on how you want to build her, a +spd or neutral spd nowi may prove superior to a -spd. It all depends on what you're trying to build her for, but I would say that, yes -spd is perfectly fine if you're running QR with her.

I have the same IVs. Working on +10 as well, currently at +5 and gave her summoner support. I love having the extra attack and don't mind the low speed. Like you'll see others say, need to heavily invest in her speed or it's fine to dump. I run...
