Best healer to invest in for Savage Blow?

Other than Elise. I don't have any Savage Blow/Pain healers, I'd like to invest in one but I'm not sure who's considered the best right now (by availability and stats). I've got Genny, Lucius, Sakura, and Priscilla, and I think all of the available 3-4* ones.

I personally find Cavalry healers (Priscilla/Clarine) to be good AoE damaging-healers since they have more mobility, but there are probably better healers since I'm not taking into account the possibility of Wrathful Staff + Dazzling Gleam combo.

Also, I think Genny is a 5* exclusive.

I do use my Priscilla a lot, but I didn't invest a whole lot into her since I heard Elise is the best and I was just waiting for one to finally show up.
And yeah Genny is, I have only one but she's a good nature (+atk/-def). But I guess it's better to invest in a healer I can get higher merges for.

Lachesis is one of the few healers hitting 48 atk with an atk boon, pain+ staff, and with atk 3 (a) skill. Sadly shes infantry so she cant get as many "visible" buffs compared to calvary healers

I'm running a +res lucius with:
dazzling pain+
resistance 3
guard2
savage blow 3
savage blow 3

Thats gets his resistance up to 38, allowing him to tank some magic hits for the team. Guard/dazzling attack lets him chip away without activating anyones specials, and then I use 2 units with reposition to move him back to safety so they can't reach him. Having him take up 3 roles (chipper, magic tank, healer) helps keep him relevant.
