Honestly, they're very similar. Jaffar is slightly tankier, with higher HP and defensive stats, but Gaius has 3 more points of spd and 2 more dmg.
If you're just trying for chip damage, Jaffar takes it though; with his dagger + poison strike + double savage blow, he can put 20 extra damage on his target and 24 on anyone else within 2 spaces, effectively neutering any team grouped together. Also, Deathly Dagger does more damage, and with its effect refinement, he can tear up magic users (or just target them to debuff/damage their team) without fear of reprisal.
For buffing/debuffing, Gaius is better with his Rogue Dagger; the debuff is 1/1 weaker than Deathly Dagger, but he can potentially buff everyone around him as well.
Between the two, I very much prefer Jaffar. His built-in LnD 3 makes him faster/stronger than Gaius even before factoring in his weapon anyway.
