I rolled a Winter chrom with bad ivs, and I can’t seem to find a good build for him.
Any ideas?
Treat as if neutral. 22 spd is not much different from 19 unless you refine his weapon for spd, in which case you might block some bold fighters. The HP bane also makes very little difference because he still has a ton after a weapon refine. So it's kind of bad for an IV, but not very.
I might or might not go with panic ploy. He'll still hit horses and fliers, but probably not armours and maybe even miss against dragons.
I like res or def refines for extra tankiness a bit more, but atk is not bad.
But nothing that works with a neutral IV is bad on this IV. Panic ploy is a bit weaker, but it's still decent.
