best blue flier?

currently have hinoka hp+ def- summer corrin bladetome hp- res+
cordelia atk+ res- and catria spd+ res- neutral valder. nvr pulled a tana or F morgan so been using corrin as mage nuke and cordelia as melee nuke. but now hinoka with flier formation makes my flier team as well as herself very mobile. just wondering if her meh ivs are worth replacing my 2 nukers. she runs LnD3 WoM3 hone flier heavy blade 3 seal draconic fang reposition. flier emblems already have great mobility, just wondering if the extra movement would make a big difference .

My Elincia has flier formation. The skill is super handy in certain situations and can save you from many dangers. Most of my srategy is based on my Elincia killing everything thanks to that one extra movement. In your case, Hinoka isn't that of a nuke, but with reposition she can make your units very mobile ex: flier formation to an ally and repo on that same ally makes as he moved twice. So yeah, the extra movement makes a difference.
On the other side, S!Corrin makes the best magic nuke, and if the rest of your flier team has physical damage, don't hesitate and put S!Corrin so you can easily kill high def units.

Short answer: no, it is not worth to trade raw power for mobility.
Long answer: To make good use of her deployment skills, you need to pack nukes so she can help them moving around, so removing a nuke to include her would be counter intuitive. The build you mention obviously tries to use her offensively, but for that purpose she's much stronger using her native brave lance along with the Brash Assault 3 seal or a Firesweep lance build. If you want her to be able to attack and also help in moving units around, I would suggest instead a Firesweep Lance - Hit and run - Guidance 3 seal build. (then again, she would need to be on a mixed unit team instead of a flying team to use that)
