Berkut's weapon

I really don't understand why his unique weapon is the only affected by inheritance.
Every unique weapon (Camus' weapon, Xander's weapon, Ike's weapon and more) can't be inherit ...
Just why ? This is a nonsense for me.

Others can be inherited too such as Clarisse's Bow and Legion's Axe

Berkut's Lance is not a Legendary weapon so it's inheritable, and the other weapons you mention are legendary weapons and since they are good weapons since distant counter is so good, they don't need refinement. (any weapon that has 16 might base for Melee weapons or without refinement are legendary weapons)

Since there is a + version of it. Every weapon with a + version is not a legendary weapon and thus can be inherited.
