Bad IV Summer Recommendations

-Atk +HP S!Takumi and -Atk +Def S!Noire.
Are they usable at all, or should I just fodder off their skills to other units? If they are usable, what are good budget builds for them?

If you were going to fodder Takumi, I definitely would fodder Odd Res Wave to someone tanky in terms of both Def and Res. You can give him Fury, any Chill Skill ( except Chill Res and is an expensive option ) or WoM and his Default C Skill.

I have a crazy build for Noire but it very expensive, or you can fodder her for Infantry Rush to someone in a infantry emblem. But if you put LnD on her with +Atk seal she can reach 49 Atk and 43Spd if you refine Noires weapon in Spd.
