I was summonig for F!Kana when suddenly a wild Hector apeared but... With bad Iv. - Atk +Def
I already have a LA!Hector, with better Iv and completely built, so,i should lvl up him to 40 and
then fodder him or keep him already having a LA! Hector?

Yeah, sadly a bad/not ideal IV Hector like this gets completely outclassed by LA Hector. The only real reason for keeping regular Hector would be to utilize his weapon effect, but even that is kind of irrelevant due to the existence of QR seal. I'd say that you can safely fodder him away.
A thing worth mentioning is that if you'd be considering giving his DC to another armored unit, make sure that you transfer goad armor as well, that's a super valuable skill too.
The one benefit of keeping your regular armor, is that eventually you will want to work on merged units, and regular hector will be much much easier to get to +10 then love adoring, because unless the LA banner gets mixed into legendary banners, you will always be fighting LA Lillina when trying to up your LA Hector merges
