You could go the route of just making him the typical physical wall, by allowing him to take two hits, or...

Embrace the boon you got and try to work off of it. Turning bad banes into something unique can be super fun. For Grima I'd recommend going all out on the speed. An A skill that increases Speed, such as Fury or Speed +3 would be used here along with Speed +3 seal. This would put him at 33 speed. Give him a hone and he jumps up to 39. This puts you in a range where, unless the enemy hits 44 speed, you will never be doubled and always double in return, guaranteeing a bonfire/draconic aura every turn.

If you want to go super all in on this, you can even go for Life and Death to up this speed ceiling by another 2 and bolster his great attack even higher. Put him near your free Eliwood with Goad Armor and you'll have one fast and furious fell dragon that might even be able to do something on player phase.

Atleast, that's what I did with mine.

The example build before buffs. Hone boosts your offensive stats to 67/41, and Goad spikes it to an astonishing 71/45 on a Vengeful Fighter breath unit. It's insane and super fun if you're willing to break from the norm.

Alternatively, if you really don't like the unit with those IVs, just save him to fodder off vengeful fighter. There are toooons of top tier builds these days that require it. I'm sure it won't be long before you find someone who can make good use of it.
