For Brave Ike, I'm 99% sure that those are optimal IVs because he wants to be doubled to make the most use out of Steady Breath. Obviously atk is good on anyone.

But to answer your actual question - does speed matter, yes, it does, but It depends on the situation. Against blue and green physical attackers, he’ll wall most things anyway with his great defence, so it doesn’t matter if he’s doubled, and with blue and green mages, even though his resistance is average, Urvan will take most of the sting out it. Whereas against red swords he’ll prefer avoiding more than one attack even with the 80% drop in damage from the second attack on because it’ll take a fair chunk of his HP and may even kill him and against red mages, he can’t usually take 2 consecutive hits. This is were speed can help him.
