Aversa, and her hidden potential
So, as many may now know, Aversa is the newest unit under fire considering her tome seeming, underwhelming, to many. I'm here to show how many units she can ploy and debuff given her at base merges and her max merges (+2 for the moment) and this should alleviate any and all problems regarding her viability for any and all game modes.
I'm using a baseline, easy to get build. Her base set and a Hp/Res Seal or Hp seal (Hp/res meshes well with her statline) and I'll be doing this analysis with no merges, and then with merges.
Now, given the top tier units ingame (Via the Arena Offense Tier List units for Tier 1, and Tier 2, and Tier 3), at their max Merges, and Refines, with Aversa with both prior mentioned HP Seals, she fails to Panic Chill with no merges:
Tier 1 : {
Brave Hector (2 HP), L!Hector (fixable with one merge), LA!Hector (down by 4 HP), Hector (by 5 HP), Fallen Robin (2 HP)

Now, look at this and you can see that, given the most top tier units, she can actuall Panic Chill them as I call it, and not have too much of a problem. She can do more with a HP seal and a single merge, netting her most of these ploys back but for the sake of usability lets keep her S Seal at Hp/Res 2
With 1 merge from, she only fails to ploy:

Given this I find it asinine to say that her tome is bad and ill equipped for the current metagame. For PVE? Probably not the best, but for PVP? This thing can easily kill a few teams if used well (and given how AI's love to spam rally's, this is gonna work most of the time).
As for other units that aren't as popular. You can check for yourself. Important thing to note is, this thing chills most meta defining units, in which case it can panic and debuff them. This is not a terrible weapon, and it's not the same cookie cutter raurblade you see for the 30th time on most reds. So to me it's a win-win scenario.
Also keep in mind I had to go through these numbers 2-3 times to make sure. Any errors are likely marginal.

But here's the thing - the armours and dragons on your list are the most common suspects in certain scoring ranges. If you're playing, say, 720 and below, sure she'll find utility during your AA run, but from what I hear about 734ish and above, it's not going to work, especially for how many merges she'll be competing with.
I still think prf is her best bet in AA and blade tome in PvE, but I think people have a point who say she can't quite compete with a lot of the meta-defining armours especially if lots of merges are involved. I mean, on how many units do you stack HP boosts just to get panic ploy off?
