Got her as a pitybreaker on the Winter's Envoy banner. Should I try to build her? Or should she be Chill Spd fodder?

Going with a budget skill like Fury 3 pushes her up to 51 Atk (55 from effect) which is pretty useable imo. Especially since her weapon effect gives her +4 to all stats when her HP is full.

Or is there a specific unit who really needs Chill Spd?
