Atk/Res Bond 3 on Genny

Have a spar bad IV H!Nowi and just pulled the ideal Genny. Since Staff users can't have access to some offensive skills like fury and death blow, would it be better to give Genny Atk/Res Bond 3 over a simple Attack 3 skill?
