what should i do? inherit their rare skills or lvl up and use them anyway?

Depends. If you have other units that can already fill their roles just transfer their skills. Otherwise, I'd just use them.

Well, I have heroes that can use their skills really well.. Like a +Def Effie, +Atk Ephraim, +Res Ayra and +Atk Shiro all for DC. And, +Def Nowi, +Atk (+1) Zelgius, +1 Fjorm, +Atk Shiro, +Atk Hardin for Steady Breath

All of these units have high Atk so they're not hurt that badly by the bane. They're still better than the majority of other axes. However, their uses overlap somewhat so unless they're your only good axes you can consider foddering for a unit you really like.

With that said, I've made it a point to only fodder rare units with valuable skills like the above to someone I'm looking to max merge.

Those are your only copies of those particular units, right? I would personally fodder off Distant Counter and Steady Breath without hesitation as I have (more than one!) recipients for both. If you don't, might be good to have them stick around for now.
