Depends on if you have anyone that could really use the Harmonic Lance. He may not be as ridiculously fast as he could be, but with a Spd refine and a +3 seal you can get him back up to 49/40 without buffs, which is still nothing to sneeze at. Personally my biggest problem with him was the low attack, but you've overcome that with the boon. Slap a swift sparrow or darting blow on there and he'll still be doubling the majority of speedy reds.
