+Atk -Spd Minerva and +Res -Def Quan

I think I can make Minerva work with a +Spd 3 Seal
What do you guys think?
Quan seems very useless even for fodder, unless I'm not seeing something.

Quan has Rally Spd/Def+ and Steady Posture, so he's not as useless as you think.

People need to stop thinking that the solution to "fixing" a bane is to slap a seal on to compensate. That Minerva can work fine with investment but using her seal slot to bring her from 30 to 33 Spd is a waste.

You'd be better off giving her Quick Riposte in her B slot and Close Defense or Heavy Blade (if she has access to buffs) in S. Or a breaker in B and Quick Riposte in S.

Well, that depends on the build. Minerva can be fast, even with a speed bane, if you literally slapped a Speed seal on her, bringing her from 41 speed to 44 speed with Hone Fliers' buff.

There is no 'fixing' a bane, but there are ways to work with, or around, a bane.

I agree but he didn't give context. Is she going to be on a flier team, where she can get anywhere from 6-12 additional points added to her stats? Once you're at 40+, I absolutely would agree with prioritizing additional Spd.

It is worth noting that flier teams have traditionally lacked tanks up until the flying dragons. Minerva is one of the better fliers for enemy or mixed phase, if that's how she's built.

Fliers have always had tanks, but people usually build fliers to be extremely offensive.

Subaki is one of the first tanky fliers that we get since we're given about 3 of him for free.
I think Valter, Narcian, and Michalis can also be pretty tanky.
