Is a -ATK +SPD Julia still good?

thats....sadly one of her worst boon/bane along with -atk +def
idk, you probably can kinda build her? but you'll hurt when she misses kills.

+Spd has the potential to double, and she still tanks all important Blue mages. :p

Exact same IVs I have. Pulled her back in the original Hero Fest and she's still very usable! At the very least, you will have an extra Reinhardt check for AA. Even with -atk, she can still check blues and some dragons. +spd is actually a superboon. I run Fury so she hits 33 speed and her attack is fixed. For her B slot, you can run a breaker skill (Green Tomebreaker lets her check Nino).

So I would argue that she's still usable, I've gotten a lot of use out of mine
