+Atk -Spd Ishtar

Maybe replace Swift Sparrow with Darting Blow if she has trouble doubling, but with her high speed, Mjolnir and team buffs she should probably double most units anyway.

Because of her weapon, she still hits 43 speed on initiation. That will double slower units and avoid doubles from speedier units.

straight up doesn't matter. OH NO SHE LOST 3 SPEED WHAT WILL SHE EVER DO WITH A MEAGER *43* PLAYER PHASE SPEED STAT. she is fine and +atk is likely her best boon because of her weapon and A slot. don't trade swift sparrow and just run desperation as a B slot. -spd isn't ideal but its not going to hurt her all that much. If you absolutely must try running a +spd seal but I still think a +atk seal is a bit better in this case.
