Relating to the title shown above, is this salvageable at all? Or skill fodder?

Lnd and spd seal will make her have 41 spd.
blade tome will pretty much remove her atk bane.

Fodder. The only way you could salvage hes is by putting her in an all Flyer team with everyone having Goad Flyers, But shes supposed to be an EP unit so making her a speedy girl won't be optimal. She's not Independent like this which i think is important when making a good hero.

Forget "supposed to" - people have been doing exactly what you suggested using goad fliers and playing her offensively for a while now. 33 spd, add fury for 36, add spd seal or spd ploy (let's say spd seal, so 39). Grab a blade tome, add hone fliers, and that's already 45 spd with atk in the 60s, and she can still receive additional goad support.

Emblem teams gain so much power via class buffs that it's not worth insisting on independence. She doesn't even lose any flexibility in movement during player phase by depending on a hone.
