So I just got a Delthea on my last summon but with those IV's (+Atk -Spd), what skills do you recommend to salvage her a bit for that decrease in speed?

Death Blow is a must imo. Your best bet is probably to just try and create the most one hit KO scenarios as possible. With a rally/hone attack she will reach around 63 attack on initiation I believe, well over enough to OHKO almost every red unit and most blue units in the game. I guess Lance Breaker from an Arthur would help out in case she doesn't manage to kill a lance user on the first hit
Definitely run her default kit and lancebreaker (or blue tomebreaker if you want to outduel other blue mages) as was mentioned. If planning to use her on a melee team as support, go for the build listed on the site. Otherwise, other options for herself are threaten resistance, resistance ploy, and draw back
