Is a -atk +spd classic Tharja worth it, or fodder for Blade tome?

I'm looking to build a Leo with a Blade tome, and I currently have a level 1 5 star classic Tharja I hadn't planned on touching unless her IV's were good. Can I do anything with the IV's -atk +spd, or just fodder her off to Leo for Blade tome? The reason I ask is because I'm looking to spend as little feathers as possible in this project.

*Most* Bladetome units don't care about attack banes (Looking at you Olwen...), their most important stat is speed, so as long as said Bladetome unit isn't with a speed bane, then they're workable (and even then, some Bladetome units can work with a speed bane).
