I don't think 32 Atk with a bane is that bad. Plus, he's most likely going to be on a Cavalry Emblem team so he has easy access to Hone Cavalry, bringing it up to 38 Atk. That's quite high and very capable of dealing a lot of damage, especially against squishy units.

I wouldn't dump his Atk even further with a Fortress skill.

I'm fundamentally lazy so I'm going to copy and paste what I posted a few weeks ago when someone asked about the exact same IVs on Sigurd.

"My personal take on Sigurd is that he stands out due to his ability to *survive*. Seriously, this dude can survive baiting most things with just his base kit. He has good defense backed up further by CD, his weapon effect and his B skill mean he laughs in the face of mages of any color, and he has enough speed to avoid a lot of doubles (even more with horse buffs). And then, when the enemy has finally whittled his health down low, whoops, there goes miracle. And once you give him horse buffs, Sigurd has the tanking power of a god. He is *incredibly* hard to kill.

In short, I don't think there's anything wrong with those IVs. Getting ORKOs isn't his strong suit regardless, and being +res means he'll even be able to survive the inevitable incoming DB4 Reinhardts, and may even help him a bit against wolf mages. Some builds will suggest giving him a more traditional DC and QR - don't do it, you have other horses for that. (You *could* give him the QR seal if you wanted, but I wouldn't replace his B skill, and personally I prefer DD in his seal slot.) Sigurd will never have the flash of Brave Roy or Ares, but when you just need an unstoppable, immovable wall, he is your man."

Nope, -Atk is unusable on pretty much every unit. He’ll only have 48 atk, which is quite bad. Expect his damage output to be pitiful.
