fodder or keep? she has great fodder skills such as armor march, atk spd bond, and guard... her base attack stat of 27 isn't doing much as i've experienced so far.

Keep in my book. That puts her defensive line at 30/34 which is solid if you want to run owltome+close counter, and between the +6 off having the whole team adjacent for owl tome, and buffs that could come from spurs/goads/hones in the process she should work fine IMO.

If you want to make her work, an owltome or bladetome will do so; it all just depends on if you want to invest in her or not.
