-Atk Caeda

I just rolled a Caeda for the first time. She is 4 stars and +HP/-atk. Is she salvageable? If so, how?

feed her to another Flier for Fortify Fliers.

Her attack is low to start with so a bane makes her quite shitty to use. Imo the best to use would be +Spd/-res.

Sadly, I don't think that those IVs are workable. For reference my Caeda is +ATK -DEF.
