Firstly, it's a 4-charge skill
Secondly, the difference between the two is multiplying your damage vs adding flat damage
Astra by itself is usually too much or not enough.
If you can do significant damage to a unit already, Astra is just overkill (For 25 damage, 25*2.5 = 62.5)
If you can barely do scratch damage, Astra ain't gonna do jack (for 3 damage, 3*2.5 = 7.5)
Meanwhile, Rengal Astra always adds a flat amount of damage, regardless of your attack's strength (for 40 speed, 0.4*40 = 16, so adds 16 to damage)
Thus while in favorable situations it might not be quite as impactful, in unfavorable ones it is more likely to give you that slight edge to succeed.
Plus it has a 2-charge cooldown, so you're gonna activate it much more often
